Cut off the part to want to regrow, let it "harden off" (i.e. form a scab where you cut - keep the new piece from rotting at the cut) and replant it. The original stem will grow another rosette, too. If that stem is very tall, cut it back. Then then just wait! Aeoniums are really easy to propagate, so don't worry, just do it.
