what was the process used to refinish the desk
Probably just needs a good cleaning. If it is wood, I would give it a wash with Murphy's Oil Soap.
Could be previous owner smoked causing nicotine to get into the finish. Be careful when you clean it and not rub too hard. I've seen the finish come off on the rag. I love the Murphy's Oil Soap. You may want to Google and find a good antique collector and ask their advice.
It could be the old finish is reacting to some oily polish that has been used on it.. You may have to strip it...
Sometimes old varnish gets soft. I would try cleaning it with white vinegar and water. If it takes the old finish off, the old finish was not in very good condition and needed to come off.
