This is just a guess, may outdoor purpose glue be what you need. Call some local carpeting stores, or call Homedepot or Lowe's, and get the carpeting department and ask. Good Luck!
That is a very dated look. You are also asking for a lot of work as the carpet fades, gets worn and has to be taken up. Consider covering the cement steps with slate or bricks or something that ties in with the style you are trying to create.
Consider some new paint products out there to use on concrete/ceramic that make it non-slip. Old carpet on outdoor steps looks horrible in a season and worse when you have to take it up.
