USE A LIGHT PRESSURE WASHER PUT INTO JET HOLES THAT SHOULD UNCLOG DEBRIS THAT'S INSIDE

If it looks black, it's probably moldy gunk. If you don't use the jet portion often, that would be my first guess. Time for a thorough jet cleaning with bleach and/or some type of mold cleaner. Probably not at the same time. I don't like them for that reason, I'm a sauna type.
I have a jet tub & had the same problem it has to be cleaned once a month with dishwasher (not dish detergent) loose powder or break up a cube along with 1/2 cup of bleach fill tub to above the jets add the two products turn on jets & run for five minutes & drain empty tub refill with cold water & run for three more minutes & drain. If it is just a jet tub every other month is fine. Daily cleaning do not use tilex use comet liquid cleaner.
