i think this is because the flowers that developI got are not being pollinated fully sometime fruit farmers hand pollinate flowers by using a willow catkin on a stick and goes from flower to flower moving the pollen about the other option is to plant bee and butterfly attracting plants near by to encourage pollination budlea foxgloves lavender are all good for this

Could be Too many leaves on the vine covering the fruit and taking up all the goodness. Once Fruit has set , start to remove some of the leaves.

Needs pinching back. Too many vines sap the energy needed for fruit production. Check online for pruning tips.
Also, you can spray a bit of sugar water on the flowers. This attracts more pollinators. Worked great on my strawberries and melons. Might work for you if vineyard is small.
