Wash it with TSP, then prime with a good primer, then paint.
Lightly sand the cabinet to remove any shiny surface, etc. Remove the hardware. Prime the cabinet with a good primer like Kilz or Zinsser. Let dry. Paint with 2 or more coats of a good quality kitchen/bath paint. It should turn out great!
I painted an oak cabinet black. It had been primed and painted by a previous owner, but it was kind of sloppy, so I stripped and sanded it, and repainted. I used a satin finish paint instead of a semi-gloss. I skipped the primer and just did 2 coats of the finish coat. It's been 2 years, and it's holding up well.
