I swear by Bayer (yep, the aspirin people!) Systemic Rose Food and Bug Killer. I am not sure it is called exactly that, but it is in a blue plastic container. Make sure it is both the food and the bug killer. Inside are granules you shake around your roses. The stuff smells awful and I don't know if it is the smell that keeps deer away or it makes the roses taste terrible, but it WORKS! As long as you can see some around your plants they won't touch them!
Make a spray with an egg to about a quart of water in your blender. Put it in a spray bottle and spray the roses frequently, especially after a rain. Deer won't touch anything that smells like rotten eggs (although this quantity is so diluted humans don't smell it).
Put up a tall fence
Deer do not like sage, plant some of that with your roses.
Have you tried a motion-sensor sprinkler? We've used one and it's kept the critters out of our garden. They are available on Amazon.
