You can use any good herbicide. Unless your dog is a carrot these are safe.
Dig them out by hand!
Weed whacker
After you weed whack as close to the ground as possible, pour boiling water all over the area to kill the weeds immediately. Then spray on a 1:1 mixture of white vinegar and water to prevent new weeds.
The City of West Sacramento hired 100 Naked State Workers (a herd of delightful goats) and they wiped out whole fields of weeds in no time at all. They even cleared out a 6' tall packed bunch of Russian Thistles that we couldn't get close enough to to cut down! Get somebody's goat!!!
