Not outdoors, I wouldn't think -- but indoors (not overwatered!), I would guess yes, it could survive easily.

If you have a freeze- they will freeze and die. There is a perennial "Texas Star" hibiscus that survives and comes back.
That depends if it is amperennial or tropical hibiscus
I live in zone 9 Florida and we do get below 32 degrees and mine die back but regrow in the spring.
I live in northern AZ. I keep mine in a big pot and bring it in for the winter.
