Is there a reason for a gap under my windsill and the wallboard?

There is about a 1/2 inch gap under the windowsill in the kitchen, not sure if it a weep hole. Can I fill it with the foam insulation, and cover it up?

Yes, fill it. You shouldn't have any holes under the sill.

Fill it in. There also should have been an apron molding installed under the windowsill for a finished look.
