This looks as if they literally dipped their paintbrush into the paint and then "flung" the paint onto the wall randomly. I can't see the close up, but if it looks "blown out", they may have used a blow dryer or something after flinging the paint onto the wall to make it spread out more.
This may sound a bit strange, but would it work with a squirt gun or like a super soaker?
People use a technique to add the lighter color with sponges, rags, or feathers. Normally think of one color for the background and add 2 lighter colors with one of the objects mentioned. This one could have been done with feathers or even a small brush. Have fun with yours and make it like you want!
I'd start by painting the room with the base color and then put a daub of the contrast color and cover with plastic wrap and "smoosh" out working one spot at a time. It isn't as time consuming as it sounds! Go around the room randomly until you get the streak effect that you like. Then go around the room with a brush, pencil eraser, etc. for the dot effect, making fewer dots than you really want. Use a feather duster very dipped lightly dipped in paint to blend the two effects together.
I saw a something a few days ago on one of the decorating websites and they used something like a super soaker to apply paint. If I can remember what it was I'll post again.
I've done this on a smaller scale. How we did it was by shooting paint on the wall and then using a large straw and follow the trail of paint and blowing it till the trail stops. That how we acheived the trails that fade out. I took awhile but the effect looked like star trails
