Hello. Vickey! It would help if you would include a photo. However, if you are sure it is a cocoon on your screen, it is likely moving because there is either a moth or a butterfly in it ready to emerge.

It is some sort of hive, which is spun into a white cobweb. Something will emerge from it very soon. Check with your local hardware store for some kind of spray to kill it. Good Luck!
