Hello Donna; I researched this for you. I found a wealth of information.
I posted the best links for you below.
I had this problem, when I moved into my new home which had no grass....
I cut up larger pieces of grass and kept working with it, so that I eventually had a yard. This was a huge help for me!!
I hope that these will be of help to you!!! Take Care!

Spray the yard with vinegar. Or at least hose the yard down daily. Even though growing grass or tending to the yard may not be your thing, making it pleasant for your dogs might be something to consider. There are lots of low to no maintenance ground cover plants - creeping thyme, sedum, would make the yard nicer for them and for you too! How about planting a small tree for some shade too. And less cleaning inside from the dogs tracking dust and dirt.
We have astro-turf in our small back yard, 3 large dogs and the best thing we found for odor is Simple Green. I buy it at Wal-Mart in the auto dept., put it in a sprayer on the garden hose and spray the whole area with it once a week or so. It permeates the astro-turf and drains down into the soil. We have done this for about 10 years and found no ill effects.
apply baking soda to neutralize the odors
Along with the other suggestions if you have enough sun, you could try growing aromatic plants like lavender, rosemary, jasmine and the like in large containers. The pots would save the plants from the dogs
I have horses and keep their pens and stalls from smelling by using urine or order digesting solutions. I order mine through Spaulding Industries but you can find a good digester at any PetSmart or restaurant supplier. This solution can be sprayed on any stinky order or substance causing a smell.. This solution also works on my dogs when they get skunked, so you know it can really clean up you doggy oder.
I would train the dogs to use one area as their toliet, then you can have part of the yard that you can put down some turf.
Dog need more exercise so taking them to a local dog park, a walk on a nature area, run on the beach, and we trained all our dogs to run alongside a bike taking our waste bags with us.
Hello Donna; You are so very Welcome!!!
I hope that some of the ideas will be helpful to you and your four legged Fur babies.
Take Care!
Yes, very easy to clean, just hose it off. Since we have 3 large dogs (90 + lbs each), I "pilot" the yard 3-4 Times a day with a shovel and usually the piles slide right on the shovel when you go with the nap. Our astro turf is about 10 years old and is holding up well, we gave up on grass growing. Just check with your local government to be sure you can have astro turf in your area. We can't have it in the front yard, but it's ok in the back yard behind a 6' privacy fence.
