What is it?

I posted this question a day or two ago, but the pictures didn't attach so I'm trying again. Does anyone know what this is? I does move and my husband thinks it's a moth cocoon. Thank you.

    It does look like a cocoon, but you should take a photo down to your local agricultural department and have them look at it if you are concerned it might be something you don't want in your yard. They would know. Call them and ask to bring down a photo, they will advise you best.

    it looks like a bag worm . They can destroy Leyland Cypress . Kill it before it can multiply and cause damage.

    Please don't kill it until you know it is toxic to your plants/environment. When I first saw it, I thought it was perhaps a cicada, but perhaps it is a cocoon of a sphinx.
