What do they look like now? Porch railings would probably look more finished painted.

Mine are new and I'm oiling mine with Teak Oil for a natural durable finish. You can also get an exterior stain or paint. I use a brush and rag for oil, oil stain. If I was to put paint on new wood, I would prime first, and use either a brush or 3-4" foam roller if its a large railing.

what are they made of? Is the wood freshly installed or never treated?

You could spray or brush the stain on the rails. Ask at your local Hardware dealer to show you different stains you can use. There are many colors available. We spray stained ours, but you might not want the mess. For just rails, brushing might be your easiest bet.

If you use ONE TIME Deck Stain, you probably won't ever have to stain them again. In fact, I would wait until the entire deck needed staining, then pressure wash the entire deck, then put ONE TIME Deck Stain on the entire deck. Then it wouldn't look uneven.
