Would you put curtains over french doors?
I have the french doors in my living room. The living room is separated by a large fireplace. It goes out into a sunroom.
I would try a Re-store. Their stuff fluctuates with donations, but, you can find many things there. Had you thought of building simple ones? I've seen examples on this site and Pinterest that looked fairly economical to do.
If you have Habitat for humanity in your area that will be a good choice to start looking
You might check your area for an architectural recycler or Habitat for Humanity Restore to see if you can find some used ones.
There are a few custom blind/shade companies on line. I used one and was very very pleased: very low cost, quick service, great selction and high quality.
Try craigs list or Habitat for Humanity ReStore. You may have to visit a few of the stores, purchase over time or paint to match if you are looking for numerous shutters. You can also put an ad on Craig's List or check with locals that buy and renovate homes--save them from taking to dump and help environment all in one. I hope these suggestions help.
Here's a couple on lines place that are really low cost.
we have shutters in our two living rooms which we bought at a regular store. But we also have shutters at our bathroom window, kitchen windows. These were just "finds" there are always shutters in the wood pile at our town's transfer station. If any town near you has such a facility see if you can find a way to check it out.

You did not say whether you were looking for interior or exterior shutters.
Keep in mind that trying to use interior shutters for exterior use is a waste of time, as they are not designed for, or finished in a manner that will be able to withstand exposure to weather elements. They will soon rot, fall apart, and probably fall off.
An often overlooked consideration with interior shutters is that the window casing and window trim must be compatable with mounting the shutturs so that they can function, and and will stay mounted without the hardware pulling out.
You can list what you are looking for on Kijiji under Items Wanted. There is a possibility that someone might have shutters they are not using that are collecting dust in their basement. It may be a long shot, but it won't cost you anything to put out the call.
