If there is space between the shelf and the wall, this is how your getting dust, dirt. You can use a duster with a long handle. Check your grocery store for a long handle item that looks like a mop on a stick. Put some dish detergent and 1 gallon of water together. Dunk the mop and wring it out wipe behind the toilet, dunk again and wring, and repeat until clean. DON'T use spray furniture polish or it will attract dust and dirt. Good Luck!
You can use a mop if it will reach. Usually I'll just get down there with a rag towel and spray (holding my breath) and clean up the yuck behind there.
