Use red pepper or chili powder. One sniff and they eventually learn. May need to reapply.

Move it around once in awhile so they don't get used to it being in one place.
You can place pieces if 1/2" screen just under the dirt or mulch. There are also sheets of little plastic spikes that sit just under the mulch. It won't hurt them. As a cheap alternative ,bury some plastic forks with the tips sticking up out of the ground. Good luck.

WOW! Surprised red pepper or chili powder didn't work. You can try puting nails through some boards, bury the boards with nails sticking up. Some people stick plastic forks in the ground with the tines sticking up.
