different flowered have different needs as to growing requirements....some need to be sowed indoors, some seed can be put right in the ground. The seed package should tell you. The important dates to know are the average last frost date for your region, and the average frost date for fall. The seed pack may say start 6 weeks before last frost etc. you may be able to get a seed starting guide for your area From the internet. Seed companies may have garden planting guides available.

To preserve the flower seeds put them in the freezer. If you are picking seeds from your current flowers make sure to dry them out first. In answer to your first question, follow the season suggested on the seed packet or in a seed guide. Most succeed in the Spring or in early Autumn. Re your second question , I do not know why you would want to PRESERVE them. Do you mean SAVE for the following season ?
