I watched a skunk dig these holes looking for grubs.
Moles, voles, snakes?
My guess would be a large chipmunk, though it could be small skunk or tree squirrel.

Moles and don't use water to drown them they thrive on the grass roots when wet and redid them selfs out when wet. I put gravel and placed the dirt back inplace and added a brick for a week until I re-seeded. Worked perfect⛏
Is the hole mounded?
