Lowes sells vibrating battery powered sticks that you put in the vole tunnel....the sticks vibrate now and then. Voles hate the vibration. Probably acts like the vibration of the windmill Naomie mentioned. There is poisoned grain that you can buy and put in their tunnels and eventually will kill them but have to keep at it....ornery things.
Are you sure it's voles? Little rodents? Di you have raised tunnel all through your yard? Or sudden piles of loose, fresh dirt? If so, voles eat grubs. Kill the grubs (Bug B Gone), the voles will move on. Sounds more like deer, or rabbits. Critter Ridder or something like it will keep them away.
You have moles and voles, I have squirrels. They all require constant attention. Cats do help, Harley chases and catches some, enough to scare others away.
No mounds, no tunnels: no voles or moles! Is the part that pulls out the ground soggy? Too much water?
