Spray or spread granules marked for grubs on your entire yard. I don't know where you are, so ask a local nursery professional when you should do this. The grubs are the larval form of Japanese beetles.
We use seven powder for j beetles on our roses. Took 2 applications before we got rid of them.
Japanese Beetle traps work well; so do DUCKS!
