it's hard to say without handling the leaves, but it looks like an herb to me... looks like a basil, but since I can't smell or taste them...
Try taking your plant to the closest nursery or garden center, they can probably identify it for you. Where did you get the seeds?
First glance, it looks like basil. If you pull a leaf or roll the leaf between your fingers, does it smell a bit like licorice? Do the leaves seem to bruise? If this is basil, it will not have flowers until the plant bolts. Flowers will come on a solitary stem (stalk) from the center of the plant, and will be small purple or white (depending upon the type of basil).

Break a piece of the leaf in half and see if it has a smell then. That will tell you if it is a herb. I don't recognize it as a vegetable.
It looks like my Malabar spinach seedlings. It is a vining spinach, could be a basil.
