Have you been using exterior products? what type of paint? porch paint? did you paint over the stain? was the stain oil-based? is the wood treated?
You definitely need to use an outdoor (exterior) paint; porch/deck or marine paint. The paint you choose will depend on what type of stain you used. Best get recommendations from a paint specialist. If you still have cans, labels, take them with you to the paint store/department.
I think the problem started with the new wood. It needs to dry out , or cure, especially if it is treated lumber. You may have to sand it all off and start over with bare wood. Use exterior paint. Make sure to let each coat dry thourghly before applying the next one. You can also add some sand to the paint when you paint the steps. That will rough it up to prevent slipping. Hope this helps.
Start with lightly sanding all paint that has peeled off, from the porch and stairs. Make everything smooth, so paint goes on smooth and no bumps. You need an outdoor paint. First a primer, then the paint, I would do 2 coats. Then you need a sealer for the top coat. This will keep the paint from peeling. Go to Homedepot or Lowe's, to the paint department, and ask for the best paint for out door painting, and a sealer. Some paint already has a primer in it, so all you need is a good sealer. Good Luck!
You can't put paint over stain, they aren't compatible.
