Tou can deadhead them, but it is not yet time to prune them. Not knowing what Zone you are in, here is a link with general recommendations.

Yes ... but cutting any shrub too drastically or at the wrong time can kill the bush.
The best time to trim most shrubs that bloom is just after they finish blooming because the buds for the next blooming season are set during the growing season after blooming.

t i cut them back year round as they start blocking my kitchen windows. I also deadhead them weekly. I feed them 2 x year. My rose expert frend Says I should cut them back when it starts getting cool.
I live in MO and the Japanese beetles had ravaged my knock out rose bush. Last month, early August, while it was hot and dry, I cut it back by about half of its size and it has recovered nicely and is blooming beautifully.
By all means, you can, and should, cut them back. Knock out are aggressive growers. Fall is the best time of year to do so. If you don't cut them back they will actually grow quite tall and the limbs can become very "woody" and difficult to cut. Then it will start to look straggly and unkept. BTW, if you want a nice low growing rose shrub try carpet roses. They look a lot like the knock out but are low, slow growers that require minimal trimming.
