Best to remove old tile. The weight of tile over tile can compromise the wall tearing the paper off the drywall. Also hard to adhere new tile over old.
I agree with William. Another reason is you would be make the cabinet higher and that would be a bad thing for me...am short and every 1/4 inch matters.
I've read about but not tried the peel and stick tiles myself ... have read some like them when they're properly fitted/installed.
