Hi Sharon, I recommend spreading shredded Irish Spring bar soap around your shrubs. You can shred them on a box grater or even in a food processor. Deer and other animals hate the smell and taste. It's an inexpensive and effective method. And it won't hurt your shrubs at all.
They dont like marigolds, you can plant some of those around to keep them out ;)
