There is cleaner you can buy, or you can do what I've done in the past - Iron over a green scrub pad like you can get at the dollar store, just enough to soften the build up. Then after letting it cool off scrub it with vinegar and baking soda. Bar Keeper's Friend works well, too. When I think I have it good and clean, I iron over a damp towel to make sure I got all the residue.

I always use a brillo pad, then iron on a piece of wax paper to finish.
I was just reading about this. Pour a generous amount of salt on your ironing board, heat the iron on the hottest setting, turn off the steam. Run your iron across the salt and you will start to see the salt start to turn brown meaning your iron is getting clean. Just keep ironing the salt until it's clean. Salt absorbs all the dirt and scorch.
I use steel wool on a cool iron, but my Mother used a warm iron and would rub a candle on the scorched parts. She would then unplug the iron, and wipe the bottom with a dampened textured rag or towel.
