Yes chalk paints are good for covering stains up you don't need to use kilz on it.
I would prime it, stain has a nasty way of bleeding through.
Yes, you can. Just make sure to prep your wood first like you would for any paint application.
It's been my experience that no matter what chalk paint I use, if I paint over stained wood I need to seal the wood first or I get bleed through, especially with the lighter colors.
Absolutely, chalk paint works great! but you might want to sand back first so it doesn't bleed through :)
