Spray it with hot sauce where they both poo and where they like to lounge. You may have to keep switching areas as they move, but don't relent. I would skip adding water or maybe just a little bit to make it more potent than adding a lot of water. You could see if there is a school that teaches veterinary tech classes. I know that one of the schools that had the tech school worked with a local shelter to capture feral cats and sterilize them to help reduce the feral population in certain areas.
Check and see if your area has a TNR program (Trap Neuter Release) at least they won't be multiplying. My neighbor was the same until she start doing this, and as the cats got older in a couple years, they all died off.
The only other solutions is a motion detector pet deterrent you attach to your hose. Kitty don't like water. You could also take your neighbor to small claims court as a nuisance affecting your property. Take lots of pictures, and several of her feeding them. Check and copy city codes.
Try calling other shelters, in other areas than where you live. Good Luck!
your neighbor is a saint,it's people who left the strays behind,instead of taking too the pound..you should trap and take them to the shelter.
I recently learned about feral cat programs that neuter strays. That may be one way to go. Our local shelter will give you a trap for strays, but, you have to lure them in and deliver them to the shelter. My neighbor used to do the same thing and it drove me crazy that he was not only feeding them but planting catnip for them. Because of course they hang out around where they are being fed. If your neighbors continue, you might file a complaint. I know someone who was taken before a magistrate, fined, and told to not feed the cats. She continued, and was fined again. Most municipalities have rules about numbers of pets and strays.
This is just a sad situation on both sides.
