Depends on the flower. Some like more sun than others. For near the house I'd go more for mums or azaleas. We always had a circle in the yard where spring bulbs were growing. Also a couple of beds for dahlias and larger flowers. A lot will depend on space.
It is really your preference. Typically you will purchase different sizes and then start plating the taller ones in the back and the shorter ones in the front. It will not harm your home planting close to the house. You just wouldn't want to plant any tress close to the house. The roots from trees can damage your foundation or basement walls. Then having a tree to the house shades the roof too much causing mold and mildew.
As a Master Gardener...I NEVER plant directly up to the house..I always allow at least a foot between the house and the plant. I do this because of bugs, critters..whatever that can hide up close to the house :-) And yes..taller to shorter....
