How to seal chipping paint on outdoor wood swing?

I painted a large wood swing with restore paint and it is chipping in places. I like the look but want to keep it from chipping any further. Should I stain over it and seal it to give a unique look or should I just seal it?

The paint is chipping because it is no longer adhering completely to the surface of the wood. Don't waste your time and money trying to go over it. The look will be "too unique" to look anything like a crappy rushed job. The loose chips will gunk up your new stain/paint, and make it next to impossible for any new finish to adequately bond to the surface to result in any longevity.
To protect the wood underneath the paint from the outdoor weather elements, and to prevent rotting, there is only one right way to approach this: completely remove the old chipping paint, prepare the surface, then reapply the new.
If is doesn't work, would it be upset, if you had to start all over again and strip it all off? If you are willing to take the risk - Go ahead and do it! - It may be ok! (Well for a while anyway..................
If the paint is already chipping ,chances are the surface prep work was not done correctly.It would be in your best interest to start over
