I don't know your budget or skill set but if someone is using a walker or wheelchair, replace the stones and have a concrete walk poured. If they are flag stone, it's easier but I think you are talking about field stones. There isn't any way to make field stones level without A LOT of work. It involves removing the stones and excavating the walk to put down a base of crushed rock, then a layer of sand and then meticulously relaying the stones and leveling them. I would reuse the stones and make a nice flower bed with them.
You can level this off with a 2-3 foot level. If you don't have one rent it from Homedepot or Lowe's. Place the level on two stones at a time. Follow this thru all the stone. If the walk is off you may be able to put small stone underneath the ones that are not level. Good Luck!
O packI would suggest to build sideboards. Create the path you have in mind. Set your stones and then use sand to pack the stones in place. Remove framing boards.
