If you like blue why not just die your undergarments so they are all blue instead of blotchy?
If undergarments are white, use bleach or use color-safe bleach on practically anything. I had a cute caftan from Mexico that I dearly loved and it bled down the front section of the caftan. I wore it anyway and kept washing and one day I noticed that the front section was white again -- no more color.
Don't let anyone see your undergarments, they are after all, undergarments.
Try wasing the under garments with Shout Color Catcher, available in the detergent/laundry aisle of stores. I used it on a load of whites ruined by a red item, and it worked to lessen the damage considerably!
The product package states to use it to prevent colors running, but I figured it was worth a try on the ruined whites, and it worked.
Oh My Goodness Pam! I know from personal experience how hard it can be (many years ago I accidentally turned my soldier husband's white undershirts a bright pink and, only being a naive18 years old, I then dissolved them all by pouring bleach over them to get out the stains LOL .... thank goodness he was understanding about it and just bought new ones instead of getting angry. In fact he had a good laugh). I wish I would have had HOMETALK back then to turn to for some help ;) Below are some links you can read over to decide how YOU want to try getting the dye trasfer out of your undergarments.
I hope they help you.

If they are white use RIT Color Remover. It will remove all color.
there is a laundry product that is supposed to draw the color out, sorry but I don't know the name. Suggest you sort your laundry by color...lot of folks don't but it's imperative that you do. Prevents accidents like this but also keeps whites from graying. Also, use bluing in your white loads. Blue underwear isn't unwearable...even if it's a guys.
I've used rubbing alcohol, on color bleed stains, just the regular kind found with the first aid supplies. Let it soak for awhile, check it often and rub a little. You should see it fading in the first few minutes but may take longer to get it all out. Don't use alcohol on color fabrics unless you spot test first and determine it safe. Good luck!
