You can buy a shoe pouch, which let's you store about 10 pairs in one pouch. You hang it in the closet vertically, it doesn't take up much room. Two slots side by side. You can find this at Bed,Bath&Beyond or a department store, in the section where they have hangers, ironing boards, clothes baskets, etc.

Try buying from the dollar tree shoes pouches that you can line the closet walls with and the inside door. These free up a lot of space you can use for other things and it's hiddenđź’ˇ
