How to keep weeds out of flower garden?

I just had my garden, cleaned and new mulch was put on. These weeds have very deep roots almost impossible to pull. I do have a black lab dog, that walks through that garden. Thanks for any help, Melinda Cook

the only other treatment you can try is pour boiling water only on the weeds .
I am a firm believer in pulling gently but with a firm hand after a good rain. Will you get all the roots and will they come back, yes, eventually.
Did they lay down landscape fabric before spreading the mulch? That is the best weed barrier you can have. If not, call them back and have them redo the mulch in sections.
You should put thick layers of newspaper down, wet it good then mulch. I did this in my flower bed and so far only a few violets have come up at the edge. So far, so good.
