I believe in UK it is sold as "ESP" Easy Surface Preparation and it can even go on
top of Formica.........
Technically yes but...I always use steel wool and a generic liquid deglosser first, in a cleaning/lightly scrubbing motion. It helps the paint stick, and it cleans at the same time. I then go over the cupboards with a water dampened towel to remove the residue. I have painted cabinets numerous times with primer, without, sanding, no sanding etc. If you want them to hold up at least do that. It is worth it in the end. Either way, you have to clean them, and this really isn't an extra step.
Liquid Sander is fantastic. just paint it on and continue painting. I just found it this year, my favorite new friend. I got it at Home Hardware.
It is a liquid and comes in a can, You just brush it on and it says paint before it dries. I like to paint old furniture and it is so quick and easy. No sanding ever.
