I use long handled kitchen tongs and gloves to avoid the needles. They have very shallow root system.
Depending on how large it is, call the professionals. In AZ you can't move a saguaro without a pro, it's against the law because they're protected. But most landscapers are probably willing to help you out if you ask nicely. And cacti of all types are crazy thorny and full of water so they're much heavier than they look. I would hate to have you try moving it and it falls on you!
If you try it, some tips: if its a smaller one, pack the inside of it (if it's got lots of sections) with foam or something like that to hold it in place, and wrap the outside with as much wrap as you can. Just remember it all has to be carefully removed too. And don't use towels or stuff you value for wrapping, those thorns do NOT come out in the laundry. Throw it away afterwards. Dig the new hole for the cactus BEFORE moving it. And finally, have someone take a video of it being done, so you can either brag about it later or at least win money on America's Funniest Videos. ;)
In Arizona, you are entitled to move a saguaro if it is on your property and if it is causing damage to your home, there is a risk that it might cause damage to your home,car, shed, etc. or fall over and injure someone.
If you cut off the top a couple of feet below the tip of the cactus, it can be replanted right away, and should continue growing.
