Would you happen to know the name of the bushes? Are they roses? Azaleas? Those bloom at specific times of the year and you might try a good fertilizer; even shots of Miracle Grow, mixed with water, spaced a couple of weeks apart. You might also take a few leaves to a reputable greenhouse or supplier and ask what you're dealing with and how to encourage them to bloom.
What kind of red bushes? Flowering shrubs? Can you post a photo so we an offer suggestions?
