Once you've cut them to the size you prefer you'll need to stiffen them so that they hold up to the strain of handling and use.
I reccomend using a small paint brush with a flat head to cover them in a few layers of craft glue, waiting for them to dry between each layer.
Once they've reached the level of stiffness you think is reasonable (test one by sliding a napkin in and out of it a few dozen times) then cover them with your favorite decorative paper, origami paper, wrapping paper, sheet music, blank newsprint that you've decorated yourself, old magazine pages, wallpaper samples, or something you've printed from the internet. (Really, your choices are endless. )
The last step should be to cover the paper in a thin coat of some kind of water resistant clear coat to keep them relatively safe from spills and damp fingers. Good luck!

One other idea, if you have any young children, who are on a slumber party, you can let them set their hair, using twisty ties to connect them together, and the folks will have a great time. No aches or pains from the pins like we had either. J.
