Use a systemic fungicde
It is due to the bad weather. Spay for Fungus or take off all the leaves and burn...........
sounds like mold. Spray with baking soda in water.
Sounds like powdery mildew, caused to damp conditions. It will not kill the plant, but remove all affected canes and leaves and burn. You might want to prune the rose bush and remove some of the canes to open it up to allow better air movement for next year. That should cut down on the powdery mildew. There are also commercial products that you can buy to treat the rose bush early in the season to prevent the problem, but once you get it, there is no cure. Use a reputable nursery for purchasing any rose products. They will be able to help you choose the best product for your problem. Good luck!
Spray it with vinegar to kill it - best of luck :)
