Might be lime deposits or rusting metal inside. I would try some CLR on it first, you could emerse it in a plastic bag with the CLR. If that doesn't work, I would let it dry out, and then put some machine oil, WD40 or Liquid Wrench on the mechanism.

vinegar might work. Or baking soda. Or both.
You can try to loosen it with WD 40, it works miracles!
