Garage and estate sales - maybe, but is is like finding a needle in a haystack.
Your best bet is to find on line or visit reputable coin dealers.

You can go to The U.S. Mint online site and buy bags of coins. You will most likely have to wrap them if you want to deposit them in a bank after you've gone through them. Using a jewelers hoop will help find any imperfections.
Beware of 'collectible coin collections' made by 'off mint' companies.
