You should be able to tell if the wood is rotten. You may just need to move the gutter nails over because the hole is to wallowed out to hold them anymore. Hubby has had to do that before. You just have to make sure you keep the angle of the gutters so that the water still flows right.
Probably just needs screws. If you do not know what rotting wood feels like, get someone to help you out.
This happens, I thought the same thing, I had it checked out and being I live up north with winter (ugh) the gutters tend the get ice build up and pull causing the he nails to rotrude out and we just pound them back in every time we clean and flush out the gutters.
You can try screws, but if they don't grip then the wood may be rotten.
It does sound like the wood might be somewhat rotten
