May have a wetness problem- check that out and then you will have to scrape and then repaint. Hope it is nothing major
This may be caused by the type of paint, or how long it has been on the ceiling. Best wishes, J.
It can be caused by a leak - find the source upstairs bathroom, attic air conditioner, roof leak. If the drywall is compromised, you may have to cut a hole in the ceiling to explore for leaks.
Excess humidity get a dehumidifier,
You painted it recently and put latex over oil paint. Scrap off the loose paint with a plastic scraper, putting down a plastic tarp over furniture and carpet to catch the bits. Prime with Zinseer B-I-N and repaint. Fix drywall with a patch first.
