I would get rid of the globe and either use a wire basket for an industrial look or a wicker/rattan basket for a country look. These fixtures although they were hugely popular in their time, are also notoriously unstable, and heat up quickly, due to there not being any space for the hot air from standard incandescent bulbs to escape.
Keep in mind that if you do try to "change" their look by making another layer over the glass, or by glueing anything onto the outside of the glass, that this will increase the weight of the fixture hanging from the small screws, and will also raise the inside temperature of the glass fixture.
I agree with the suggestion to just get rid of the glass ball part, which after 24 years, is likely quite fragile, and easily breakable, and go with LED lightbulbs.
