There are stains available to change the look of the concrete. To lay another finish over the sidewalk means you need a level surface. There are tutorials for stacked stone, etc. on the risers of stairs which makes a huge difference. Most stone and brick I've seen installed was over pea gravel or sand.
You can put an epoxy and pea gravel topping on it. Go to 1.21 to see sidewalk, the color depends on the color pea gravel you get, pour some water on it to see what it will look like. http://www.homedepot.com/s/compost%2520bin?NCNI-5
