Some people paint. Some people stencil. Some people apply brown paper bags torn in pieces to look like leather and then varnish over it. There are numerous articles about painting flooring. If you google it, or just search here on Hometalk, you will surely find step by step instructions. If you decide to paint it would probably be a very good idea to plan on layers of poly acrylic or polyurethane or epoxy resin sealer To protect your masterpiece.

Peel and Stick Tile Strikes Again!
Hello Grandma Q, We recently moved into our current home. The main bathroom had awful tile floor. Without much of a budget, we purchased and installed peel-and-stick tiles. We put them right over the peel-and-stick tiles that were already there. No problems at all and looks much better.
ventilate well and use a really good wax remover or ammonia but let it sit on tile for a few minutes so it loosens the yellowed film on the floor then scrub and rinse well
My kitchen floor looked like nicotine stained teeth, and nothing removed the yellow, and marks including Ajax. I painted it with Zinsser BIN shellac-based primer, acrylic porch and floor paint, and polycrylic. I do not recommend stark white like I did, because it shows every little mark and spill. I plan on stencilling mine with a darker colour over the white.
