The cheapest way would be to kill off the lawn or remove it (If it's good maybe you could sell it? a Turf cutter can be hired) Lay down a Weed suppressant membrane, and cover with Shingle or /gravel. NB You will require some restraint to avoid gravel leaching into Borders........

i live in Australia. here we went years with drought, which means no watering anything and you know as well as I , you can't grow much better f anything without water. So they came up with an idea for green lawns. Ones you never have to mow. It's Synthetic turf... it's come a long way from the stuff from years ago. You could also plant zoysia grass. No mow, no water.. or hire a yard man to mow the lawns.

I am so sorry to hear this. I am aging and say when I can no longer maintain my yard and garden you might as well bury me.
You can overseed with something like clover or mondo grass that doesn't need mowing. Depending upon the size you can kill the grass, then replace with gravel. If you google low maintenance gardens, you'll find a lot of ideas. Or go on Pinterest for wonderful pictures that can give you ideas within your budget.
Look for a local Boy Scout or Girl Scout group and ask for volunteers to redesign your lawn with beautiful Grasses and plants that don't require mowing as their community project. Or a Boys and Girls Club. A local Church group or a Senior community could make it a project. Use Facebook to ask for help for a redesigned yard from a local Garden Nursery. There are a lot of folks out like myself that would be glad to help. (My husband and I are seniors and we maintain our own yards without help and it is very tough. But we take it on as we can.) Don't be afraid to ask !!
I have a natural lawn (yard) and I LOVE it! After Irma went through, people complained about all the leaves down, but it didn't faze me because I knew the decomposing leaves would SMELL great and look great. I've got almost everything covered in mulch. Grass is HIGHLY overrated.
