i would look at getting a pressure washer to clean the brick. try a small area first to ensure that it won't damage the brick.
I would pressure wash it. If it is flourescence (a whitish powdery looking substance) on the brick, brush it well with any kind of brush except a wire one. It will continue to come back as it forms from the lime in the mortar used between the bricks. It forms in damp weather, when bricks hold water. To stop this, you need to get the bricks completely dry and spray with waterproofing.
If the bricks have a green tint to them, spray them with plain white vinegar . It will kill the material (which is a plant like growth).
